To export skincare products from Taiwan, you need to follow local regulations and international trade requirements, as well as prepare the necessary export documents. Below are some commonly required documents:

Import and Export Documents​

The commercial invoice is a basic export document that includes detailed information about the product, price, quantity, and value. This is an essential document for customs authorities and the importer.

This list details the contents of each package to ensure accurate export of all goods.

These documents may include transport contracts, bills of lading, insurance certificates, and hazardous goods transport documents, depending on the export method.

Some countries may require proof of origin and destination to ensure that the product is sent from and arrives at the correct place.

  1. Material Safety Data Sheet (MSDS/SDS): Safety information about the product.
  2. Certificate of Analysis (CoA): Includes test results on product ingredients, such as appearance, odor, pH, viscosity, and microbial content.

Example: Cosmetic Product Information File (PIF).

These include business registration certificates, exporter certificates, import/export licenses, and local free sale certificates. Check with local authorities to ensure your products are legally exported.

Free Sale Certificate Application Process

  1. 1.Apply to Taiwan’s Ministry of Health and Welfare for a free sale certificate and factory certificate (with the help of the manufacturer).

    2.Obtain notarization from a court.

    3.Submit documents to the Ministry of Foreign Affairs for review.

    4.Apply for a visa from Taiwan’s embassy in the destination country.

Import/Export License

What is an import/export card or license?

According to Article 9 of the Trade Act, companies or businesses registered as import/export operators are permitted to engage in export and import activities. The Regulations on the Registration of Import/Export Operators further state that companies or businesses that engage in import/export activities, unless prohibited or restricted by law, can apply to the Bureau of Foreign Trade for registration as import/export operators. This registration, known as the “import/export card” or “import/export license,” is now processed entirely online.

3.Complete the application based on the export declaration and attach relevant documents.

4.Pay the application fee after approval.

PIF (Product Information File)

In response to market demand and marketing strategies, the structure of the cosmetics industry is becoming increasingly complex. Many medical ingredients, biotech ingredients, herbal extracts, and plant extracts are now being applied. Considering safety and efficacy, countries are gradually establishing regulations to control cosmetics.

Domestic cosmetics management can be divided into pre-market, post-market, and cosmetics factory management. Specific-use (medicated) cosmetics require registration, while general cosmetics are exempt from this. In the future, cosmetics will shift to source management. Whether sold, given away, or offered as samples, a Product Information File (PIF) must be completed before they can be marketed.

1. Common Inspection Items

Microorganisms: Total aerobic bacterial count, Escherichia coli, Pseudomonas aeruginosa, Staphylococcus aureus, Salmonella, molds, yeasts, Candida albicans.
Heavy Metals: Arsenic, lead, cadmium, mercury, copper, total heavy metals (calculated as lead). Plasticizers: DMP, DEP, DIBP, BBP, DBP, DEHP, DNOP, DINP, DIDP.
Preservatives: Acidic preservatives, ester preservatives, methylisothiazolinone, methylchloroisothiazolinone. Fluorescent Agents: Migratory fluorescent substances, fluorescent reactions.
Solvents: Formaldehyde, methanol, ethanol. Environmental Hormones: Nonylphenol, nonylphenol ethoxylates.

2. Other Inspection Items

Whitening Ingredients: Ascorbyl tetraisopalmitate, magnesium ascorbyl phosphate, ascorbyl glucoside, retinoic acid, arbutin.
Acids: Glycolic acid, acetic acid, lactic acid, citric acid, malic acid, salicylic acid, pH value.
Antimicrobial Testing: Commonly tested strains include Staphylococcus aureus, Escherichia coli, Pseudomonas aeruginosa, Aspergillus brasiliensis, and Candida albicans. Other strains can be tested based on product needs.
Preservative Efficacy Testing (Challenge Test): Cosmetics contain diverse ingredients, making them susceptible to microbial contamination. Preservative efficacy testing can be conducted using methods like USP<51>, European Pharmacopoeia (EP), and ISO 11930 to aid in formulation adjustment and stability testing during the research and development phase.

3. Prohibited Ingredients

Prohibited Ingredients: Common pharmaceutical ingredients, azelaic acid, hydroquinone, three estrogens (Estradiol, Estrone, Ethinyl estradiol).

4. Sunscreen Factor Testing

SPF + Star Rating, active ingredients.

5. Safety and Functional Evaluation

Safety Evaluation: Human patch test.
Functional Evaluation: Melanin, redness, moisture, elasticity, oil, pores, fine lines testing, etc.

Business Registration Certificate

 

The old unified certification system for profit-making businesses was abolished in 2009 to prevent its misuse as a management tool. Since April 12, 2009, it is no longer issued or used as proof. It has been replaced by the “Business Registration Certificate.”

 

The business registration certificate refers to documents such as:

The approval letter for business registration issued by the registration authority.

A copy of the business registration.

Information from the “National Enterprise Registration Information Portal” (http://gcis.nat.gov.tw).

A certificate issued by the competent authority based on the registered information, as per Article 25 of the Business Registration Act.

How to Apply for an Original Certificate

1.Visit the Industrial and Commercial Registration Section of the government office to conduct a business name search.

2.Obtain the business registration application form.

3.Prepare the following documents (in duplicate):

  • A copy of the house tax statement from the previous year or the property ownership certificate.
  • A copy of the house lease agreement or house usage consent form.
  • A copy of the responsible person’s ID card.

4.Complete the business registration application form and submit it to the Urban Development Bureau for processing.
